LACOE's Foster Youth Services Coordinating Program (FYSCP)

Our mission is to facilitate cross-systems collaboration and build capacity to maximize the educational success of students in foster care.

Los Angeles County spans over 4,500 square miles, with 28,000 students in foster care; 16,700 of which are school-age. LACOE, Foster Youth Services Coordinating Program, provides support services for students in foster care, caregivers, and Education Rights Holders, as well as partners from the Department of Children and Family Services (DCFS) and the Department of Probation.

Beginning - July 1, 2023

FYSCP has partnered with the Department of Children and Family Services (DCFS) to place Education Specialists in DCFS offices throughout Los Angeles County. These specialists provide academic support to ensure that youth in the child welfare system achieve positive educational outcomes and maintain school stability. Children's Social Workers can refer youth for services through the internal Education Specialist Referral Services (ESRS) system or by contacting their assigned Education Specialist (refer to the LACOE staff contact sheet for office coverage).

OUR SERVICES

Professional Development

FYSCP provides free training (e.g., legislation, trauma-informed practices, human trafficking, etc.) to support school districts, caregivers, children's social workers, and probation officers.

Technical Assistance

FYSCP staff provide technical assistance to 80 school districts, 376 independent charter schools, and partners in child welfare and probation.

Educational Passport System (EPS)

A database system that allows the transfer of student academic records between all Los Angeles County school districts and child welfare agencies/probation agencies.

Tutoring

FYSCP connects students in foster care to free in-home academic tutoring. Please contact us at (562) 922-6161 or email fys_tutoring@lacoe.edu for tutoring support.

Regional Learning Networks

FYSCP hosts 5 monthly Regional Learning Network (RLN) meetings, which consist of 16 to 17 school districts and two to three local DCFS and Probation offices per region.
