Prop 28 - the Arts and Music in Schools (AMS) Funding and Accountability Act is ongoing funding beginning in the 2023 academic year. The AMS program dedicates more than $900 million annually in additional funding to arts and music education in public schools.

Prop 28 – The Arts and Music in Schools Funding and Accountability Act

In November 2022, California voters approved Proposition 28: The Arts and Music in Schools (AMS) Funding and Accountability Act. This is ongoing funding beginning in the 2023 academic year and dedicates more than $900 million annually in additional funding to arts and music education in public schools – without raising taxes. The measure allocates existing revenue from the state General Fund. The amount dedicated to arts and music education under the measure is equal to roughly 1% of existing Proposition 98 education funding.

  • Multi-year funding
  • Eligible Grade Levels: K-12
  • Funds as related to "arts education" can be used for:
    • instruction and training
    • supplies and materials
    • arts educational partnership programs for instruction in dance, media arts, music, theatre, visual arts, and creative expression.
  • LEAs with more than 500 pupils must expend at least 80% of the funds to employ certificated or classified employees to provide arts education instruction.
  • The amount of funding available each fiscal year will be one percent of the K-12 portion of the Proposition 98 funding guarantee provided in the prior fiscal year, excluding funding appropriated for the AMS program.

AMIM – Arts and Music Instructional Block Grant

The Arts and Music Instructional Block (AMIM) Grant, provides districts, COEs, charter schools, and state special schools with one time funds to obtain standards-aligned professional development and instructional materials in specified areas, improve school culture, develop diverse and culturally relevant book collections, and other specified uses.

Arts, Music and Instructional Materials (AMIM) Block Grant

The Arts, Music and Instructional Materials (AMIM) Block Grant is another opportunity for districts, COEs, charter schools, and state special schools to receive one-time funding for arts education. While AMIM is not specifically for arts programs, arts education is one of the subject areas qualified to receive funds.

These funds are to obtain standards-aligned professional development and instructional materials for specific subject areas, obtain professional development and instructional materials for improving school climate, develop diverse, culturally relevant and multilingual school library book collections, Funds need to be expended by 2026.

  • Funds may be encumbered during the 2023-24, 2024-25, and 2025-26 fiscal years.
  • Eligible Grade Levels: K-12
  • Funds as related to arts education can be used for:
  • Funds will be apportioned proportionally on the basis of an equal amount per unit of average daily attendance for kindergarten and grades 1-12, inclusive as those numbers were reported as of the second principal apportionment for the 2021-22 fiscal year.

Arts Ed Collective - Advancement Grant Program

The Advancement Grant Program offers flexible matching grants to support Los Angeles County school districts aiming to provide quality arts education for public school students. Grant funds assist school districts in achieving key action items in their district arts plans, helping districts invest in launching or expanding projects that align with priority goals, and cultivating skills and practices that can be sustained beyond the term of the grant. Districts may apply for matching funds of up to $25,000.
