Migrant Education



Migrant education provides specialized educational support to migratory children, addresses disparities in academic standards among states, ensures equitable opportunities to meet state standards and helps children overcome educational, cultural and health-related challenges.

Los Angeles County is home to thousands of migrant students, and LACOE administers the region's Migrant Education Program (MEP Region 10) with participating school districts. The Migrant Education Program (MEP) is a federally funded program, authorized under the Elementary and secondary Education Act of 1966 (ESEA) , as amended by the Every Student Succeeds Act (ESSA). The objectives of MEP are to:

  • Support high-quality and comprehensive educational programs and services during the school year and, as applicable, during summer or intersession periods that address the unique educational needs of migratory children.
  • Ensure that migratory children who move between different States are not penalized by disparities in curriculum, graduation requirements, and challenging State academic standards.
  • Ensure that migratory children receive full and appropriate opportunities to meet the same challenging State academic standards that all children are expected to meet.
  • Help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that may inhibit their ability to succeed in school.

FOR DISTRICTS: MEP Online Systems & Application Support

The California Department of Education (CDE) is pleased to announce the Migrant Education Program (MEP) Grant Application for fiscal years 2023-2024. The purpose of the application is to obtain a comprehensive description of proposed supplementary MEP services and programs to migrant children and families. Funds are determined using approved CDE funding factors. The CDE is responsible for ensuring that MEP funds are awarded to local educational agencies (LEA) and are used by LEAs in accordance with all applicable statutory requirements.
