LACOE offers a variety of resources to support the expansion and enhancement of early learning programming across Los Angeles County.

WHAT WE DO

The Inclusive Early Education Expansion Program (IEEEP), part of California’s broader Inclusive Early Care and Education (IECE) initiative, increases access, participation and support for children with moderate to severe disabilities in early learning settings. Through an Intra-Program Agreement (IPA), the Division of Special Education collaborates with LACOE Head Start to implement the grant.

Using an interdisciplinary team approach, LACOE provides:

    • Training and simulated professional development
    • Intensive individualized coaching
    • A digital resource library
    • Facilities and infrastructure improvements
    • Mobile services and on-site support

Guided by a consortium of stakeholders, the program removes barriers to enrollment and builds capacity in Early Learning and Care (ELC) settings. Over the 2020–24 grant period, LACOE implements a six-pronged strategy to strengthen infrastructure, enhance staff skills and expand opportunities for children with diverse disabilities to fully participate in inclusive early education.

CalBloom is an inclusive early childhood education initiative funded by the California Department of Education’s Special Education Division. It aims to strengthen the link between assessment and instruction in preschool settings by connecting the Desired Results Developmental Profile (DRDP) to everyday learning. Through job-embedded professional development and Practice-Based Coaching (PBC), CalBloom supports educators in using intentional instructional practices aligned with children’s DRDP and IEP goals as part of daily classroom routines.
