Operation Graduation 2023: Celebrating At-Promise Graduates, Their Accomplishments and The Future

130 at-promise students from LACOE's Juvenile Court Schools and County Community Schools complete their high school graduation requirements.
On June 21, 2023, LACOE hosted a commencement celebration at the beautiful Walt Disney Concert Hall for more than 130 at-promise students who completed their high school graduation requirements. Many of the graduating students are from our Juvenile Court Schools (JCS) and County Community Schools (CCS).
Los Angeles County of Schools Superintendent Dr. Debra Duardo, LACOE Chief Education Officer Dr. Maricela Ramirez, and L.A. County Board of Education President James Cross attended the ceremony.
The keynote speaker Dr. David C. Turner III, Assistant Professor of Black Life and Racial Justice in the Department of Social Welfare at the Luskin School of Public Affairs at UCLA congratulated the graduates on their perseverance.
"Many of our incredible at-promise students, who graduated this year, have overcome great obstacles. We celebrate these students for their tremendous efforts in reaching this milestone and wholeheartedly wish them the best of luck on their journey. I extend my deepest gratitude to the parents, LACOE staff, and county departments and agency partners, who join forces to provide exceptional support for our at-promise students,"

LACOE’s JCS program provides individualized teaching and support to young people who have been temporarily relocated from their homes and schools for a variety of reasons and enrolled in residential placements. The program delivers educational services to some 500 students daily at various juvenile halls, probation camps and a residential treatment program. JCS has the primary mission of improving the literacy skills of all students, as these skills are the gateway to learning, employment and full engagement as a citizen.
